Clearing the inside of a gutter fixes how the house works. It changes nothing about how it looks from the pavement, because everything you can see from down there is the outside of the gutter and the white boards behind it.
What the boards collect
Fascias and soffits sit under the roof edge catching whatever runs off it. Over a few years they build up a film of algae and dirt, with darker tracking marks where water has repeatedly run over the gutter lip. Soffits, being underneath and out of the rain, hold the most, which is why a roofline can look grubby from the garden while the front of the gutter looks passable.
Why a pressure washer is the wrong tool
The boards are uPVC with joints, capping and a roof void behind them. High pressure aimed up under the eaves forces water into that void, and on older brittle boards it can craze the surface. It also does not shift an algae film properly. That is a chemical job, not a force job.
How Whales does it
A TFR treatment goes onto the fascias and soffits and the boards are agitated to lift out the dirt, algae and organic growth they hide, then everything is rinsed down. It is the same thinking as soft washing render: let the chemistry do the work and keep the pressure off the surface.
It is a separate job from clearing

What it will not fix
Cleaning takes off what has landed on the boards. It does not undo age. Boards that have gone yellow through years of sun, cracked capping, or timber rotting behind a cover board are replacement jobs, and no amount of washing will bring them back. If that is what you have, it is better to know before you pay for a clean.
One thing to expect
A clean roofline often makes the wall beneath it look worse, because the boards go back to white while the render or brick stays as it was. Plenty of people end up doing both. It is worth looking at the whole elevation before deciding.
